With any suspension system, the enemy of a good action is 'stiction' & ineffective damping. The Triumph conical & disc type front ends suffer from both of these problems. The rubber 'O' ring on the damper assembly causes significant low speed 'stiction'. Once the fork becomes active at higher damper speeds, the 'O' ring allows oil past, due to the small area of contact forming the seal. These rings are produced from a resin-impregnated fibre, offering a much lower coefficient of friction to the slider & greatly increasing the area of contact where the seal is formed.
